13.1 To test the overall viability and in order to finalize the scope and commercial structure of the PPP Project, a feasibility study of the PPP Project must be carried out by or on behalf of the Contracting Authority. The scope of the feasibility study may include, but shall not be limited to, the following:
a) Technical issues;
b) Commercial and financial considerations;
c) Environmental factors;
d) Social issues;
e) Linked projects; and
f) Any other issues which may be deemed relevant by the PPP Authority or the Contracting Authority.
13.2 Upon completion of the feasibility study, the draft feasibility report shall be prepared and finalized after incorporating the comments and feedback received from the PPP Authority (if any).
13.3 The Contracting Authority shall approve the feasibility report after taking into account any comments received from the Applicable Line Ministry.
