16.1 The Bidding Phase is the third phase in the process for the selection of a Private Partner for the delivery of a PPP Project. During this phase the Contracting Authority shall process and approve the Applications, Proposals or Bids (as applicable) submitted in response to the bid documents (RFQ, RFP or IFB) issued by the Contracting Authority in order to select the Private Partner who shall implement the Project on a PPP basis.
