36.1 All Shortlisted Bidders or Bidders (as applicable) who have successfully completed the evaluation process of their Technical Proposals or Technical Bids (where applicable) shall be invited to attend the opening of their Financial Proposals or Financial Bids (as applicable). The Evaluation Committee shall open the Financial Proposals or Financial Bids in the presence of the Shortlisted Bidders' or Bidders' representatives, if any, who choose to attend and at the time, date and place as specified in the bid documents.

36.2 Shortlisted Bidders' or Bidders' representatives who attend the opening of the Financial Proposals or Financial Bids shall sign a register to record their attendance.
