48.1 Formal complaints may be lodged against the Contracting Authority or any of its concerned officers by Applicants, Shortlisted Bidders or Bidders who have been aggrieved as a result of any order or decision taken by the Contracting Authority or any of its concerned officers in relation to the procurement process as stipulated in Guideline 49 herein below.
