Benchmarking PPP Procurement collects information on the different types of regulatory frameworks and institutional arrangements for PPPs adopted in each of the 82 economies. The diversity of legal traditions and PPP types shows that there is no single best way to document and give force to a PPP framework. Rather, the right way to establish a PPP depends on the administrative and legal traditions in the jurisdiction and the government's objectives.14 Therefore, Benchmarking PPP Procurement does not assume that a regulatory framework is better or worse simply because it takes a particular form.
This section describes the various approaches taken to establish PPP frameworks and institutional arrangements without scoring them. This information is intended to provide a better understanding of the assessment of the four thematic areas in which data are scored with respect to good practices.
