In this chapter, PPP is placed in the context of privatisation and associated government reforms that took place during the 1980s and 1990s. This includes an overview of the economic and regulatory reform drivers that have led to the use of PPP, particularly in the state of Victoria, Australia. Different variations of PPP and selected features of policy frameworks are noted.
