Un-cooperative working environments can lead to operational difficulties between public and private partners. Poor relationships and unsatisfactory performance are acknowledged to go "hand in hand" (National Audit Office 2009: p.54). This suggests, for instance, that poorly motivated employees are less likely to strive to meet performance targets. See Table 6.4 for identified sub-issues.
