The need for KPI modification may arise due to a number of reasons. They include that KPIs may not be 'fit for purpose' (Mandri-Perrott 2010: p.152; Brenninkmeijer in Urio 2010: p.93), there may be too many (or too few) KPIs that need to be evaluated as part of service delivery arrangements (Cambridge Economic Policy Associates 2005: p.36), changes to service delivery requirements, and a lack of KPI clarity (Edwards et al 2004: p.45; Cambridge Economic Policy Associates 2005: p.36).
