The justification for the use of the IMM, its purpose and significance, and the implications for implementation are discussed. The main features of the model are described.
The next chapter discusses the design, testing and administration of the data collection instrument required to verify the completeness of the IMM. It outlines the processes used for categorising and analysing the interview transcript data; and lays out the findings relating to the concept of 'VfM' as well as for the partnership, risk and performance management disciplines. A second iteration of the IMM will then be presented.
