I would suggest for each element of the model (partnership, risk and performance), the pages with tables should be presented before the figures, particularly for users that are not familiar with, or had the benefit of, your excellent conference paper for background

Accepted. The tables contain information on VfM that may provide useful, 'upfront' context for some users i.e. factors that may contribute to the achievement of VfM outcomes and how the VfM evidence-base might link with individual treatments
