This research focuses on the elements of partnership and performance management in the operating phase of PPP. This means that other factors that may contribute towards achieving VfM outcomes are not dealt with here.
The research contributes to the advancement of the 'body of knowledge', with respect to public partner governance of PPP in the operating phase, by conducting an in-depth qualitative study into partnership and performance management. Many of the interview participants have substantial experience working in Australian and international PPP markets. Their views carry substantial weight.
