Steven McCann

Steven McCann, PhD, FCCM, FRMIA, is an Asset Management Specialist engaged by VicRoads to implement the Victorian Government's Asset Management Accountability Framework and to identify improvement opportunities across the organisation. He is an accredited Gateway Reviewer, a Fellow of the International Association for Contract and Commercial Management, and a Fellow of the Risk Management Institution of Australasia.

He holds a PhD (Built Environment) in improving public sector governance of public private partnerships, focussing on effective partnership (relationship), performance and risk management during the operating term. This practitioner-based research forms part of the CP3P global PPP Certification Program Guide. This is administered by APMG-International and the program is an innovation of a group of multilateral development banks including the World Bank Group.

Steven was previously engaged by the Victorian Department of Education and Training to design the performance evaluation framework for its operational AU$255 million public private partnership; and was responsible for scoping the Department's contract management capability including a preferred team structure, resourcing and mobilisation requirements for its AU$291 million New Schools PPP Project. Prior to that, Steven was responsible for developing the asset management framework for the Victorian Department of Justice and Regulation (it has more than AU$2 billion of physical assets under management).

Steven received the Victorian Secretaries Board Policy Innovation Award in 2017 for tangible and implementable policy advice on how to enhance Victoria's economic performance and productivity by delivering better outcomes for Victoria's PPPs.
