a GCA, in consultation with NSW Treasury, must develop a GCA Framework for the delivery and reporting of Gateway that aligns to the Principles of Gateway as detailed in this Policy. The GCA Framework must include the gates aligned to those detailed in Attachment C to this Policy, and must specify a financial threshold above which a project or program will be considered a major project or program, and therefore subject to the GCA Framework's risk-assessment process.
