Previously, the former State Contracts Control Board (SCCB) entered into mandated panel arrangements with suppliers, under which agencies entered into customer contracts with suppliers. With the decentralisation of procurement responsibility, the Board has decided that mandated whole-of-government procurement arrangements will only be created where the benefits are demonstrated to outweigh the costs, while other whole-of-government procurement arrangements will not be mandatory.
