Board Direction 2013-01

Agencies are responsible for their own procurement and compliance with procurement law and this Policy Framework.

It is recognised that an effective devolved procurement system requires a compliance framework, which is aligned with the probity and other risks identified by an agency arising out of its actual and planned procurement of goods and services.

Agencies are required to test compliance with the mandatory requirements of this Framework on a regular basis through internal audit. The Board has issued Board Direction 2013-01 on this matter, along with guidance to agencies. Public sector external auditing and monitoring bodies will continue to have cause to monitor, assess, and report on compliance with this Framework.
