The Central Java IPP project initially faced many delays due to land acquisition issues and protests by local people against the construction of the power plant.33 However, the project was revived when the government fast-tracked the land acquisition process. The Land Acquisition Act passed in February 2015 (an amendment to the 2012 law) illustrated the government's conviction in clearing roadblocks for the completion of infrastructure projects.34 The main impetus of such a measure is to improve the attractiveness of infrastructure projects to the private sector, and to encourage their participation and investment in these projects to accelerate infrastructure development that is vital for the country.
