2.14  Relationship of the parties

Nothing in any State Project Document:

(a)  (no additional relationship): creates a partnership, joint venture, fiduciary, employment or agency relationship with the State; or

(b)  (no good faith): imposes any duty of good faith on the State,

unless otherwise expressly stated.
