In the event of a conflict, ambiguity or discrepancy between the requirements set out in any of the documents that form part of this RFP, the following order of priority will apply:
• the Terms and Conditions;
• Draft State Project Documents (Volume 3);
• Project Scope and Delivery Requirements (Volume 2); and
