The State has drafted this RFP on the basis that the capital component of the Service Payment will be a fixed nominal amount, with certain Service-related components being linked to appropriate indices. However, Respondents may propose payment structures which provide an improved value for money outcome for the State in accordance with the State's requirements as set out below.
