The State acknowledges that Respondents might propose that the lifecycle component of the Service Payment be 'lumpy' (as opposed to 'smooth' profile of payments). The lifecycle component of the Service Payment will be subject to abatement regardless of the lifecycle payment profile selected by the Respondent.
