The evaluation of Proposals will be based on the information provided by Respondents in their Proposals completed in accordance with this RFP. This information may be supplemented by additional material submitted with Proposals, as well as material provided in response to requests for clarification from the State.
The evaluation of Proposals will be conducted against the Evaluation Criteria set out in Volume 1, Part B (Evaluation Criteria and Proposal Requirements).
The State will evaluate Proposals to determine which Proposal achieves the overall best value for money outcome by taking into account a range of considerations, including the design, functionality, constructability, service delivery, financial, cost and risk consequences of each Proposal and the extent to which it meets the Project Objectives.
The State will also take into account the following factors in its evaluation:
• the extent to which Proposals meet the State's requirements (not only at commencement but throughout the Operating Phase) and are considered to be deliverable (on their own and within the proposed timescale);
• whether or not the Proposals are sufficiently flexible to accommodate future needs of the State; and
• whether or not the Respondents' Proposals offer value for money.
