The RFP Phase is subject to the Terms and Conditions. The Terms and Conditions contain a number of important requirements in relation to the receipt and evaluation of Proposals, including the State's rights to:
• reject or refuse to consider any Proposal that does not comply with the requirements of this RFP or the Terms and Conditions, or which is otherwise incomplete;
• reject any Proposal lodged after the Closing Time and Date; and
• address probity issues as discussed in Section 11.9 (Probity for the Tender Process).
