1 We conducted this investigation following Parliamentary interest in the Ministry of Defence's (the Department) management of its Military Flying Training System (MFTS), which is intended to provide Phase 2 of the three-phase flying training process.
Our report describes:
• the Department's aircrew requirements, the three-phase training process and how this is performing;
• what has been delivered as part of the MFTS and the system's performance; and
• the Department's actions to address flying training shortfalls.
