5.3. Increased Transparency & Accountability

In PPPs there is a clear allocation of risks and responsibilities wherein the role of the public entity is to monitor service provision and the private partner is responsible for actual delivery of services. This increases the scope for accountability of the private partner, as opposed to the conventional procurement where the public entity is both the monitoring agency as well as the service provider and therefore may be reluctant to question itself. Furthermore, completion of construction is a contractual end in conventional projects whereas in PPPs, there is generally no exit after construction (for a specified period of time) and therefore the private partner is bound to ensure service delivery in a transparent manner. Thus, PPPs lead to increased transparency and accountability in both utilization of funds as well quality of service delivery.
