The HM Treasury VfM assessment guide published by the Government of United Kingdom, clearly indicates the methodology to perform VfM assessment of projects. Similarly, Value Proposition of Projects assessment could also be carried out both qualitatively and quantitatively. A complete value proposition of projects analysis determines whether or not the project delivers value in development through PPP framework.
