4.1. Appointment of Contract Manager

The Contract Manager (Project Director/ Field Officer at Operations Level) has direct responsibility for the project execution and contract administration. He/she is the first point of contact for all project related issues and coordinates with other officials within the public entity's institutional structure.

Since the Contract Manager is appointed during the procurement stage itself, immense care is needed to ensure that the right person is appointed. The key personnel from the public entity's side during the operational phase of the PPP project will be the Contract Manager. Hence, he/ she will represent the public entity's interests and ensure that service quality is in sync with the contract terms.
