4.1. Project identification stage

At the project identification stage, the public entities need to possess sufficient technical expertise for carrying out the market assessment and demand analysis for execution of the project. Several stakeholder consultations would need to be undertaken to build consensus among all the stakeholders to the project. The capabilities at this stage would include: market/demand assessment techniques, options analysis and requirements of numerous approvals and clearances etc. Various States have established PPP Cells in their Urban/Infrastructure development Departments to undertake such activities. Such PPP cells would need to have a team with the required experience and qualifications for carrying out such studies. In the absence of such a capability, the Authority might need to appoint external consultants for carrying out such studies on their behalf. In order to enhance such capacities of the employees of the practitioners, sufficient skill building activities would need to be undertaken by the administration.
