A key observation from the review is that small-scale projects are associated with sectors that are relatively new or less analyzed sectors in the PPP space. While there is substantial experience in private provisioning in more traditional sectors, there is little information and/or standardized practices available in these sectors. This has made replication difficult even within those countries where small-scale projects are being implemented. Sector strategy either does not exist, as in the case of small-scale municipal projects in solid waste, parking, or accommodation; or the strategy is adopted from large projects, as in the case of small road and bridge projects. There are few standard contracts in these sectors, an exception being the grain storage sector in India where a standard contract is currently being reviewed for approval by the Planning Commission and some amount of upstream work has been undertaken as well during the last few years. The lack of standard documentation has frequently meant reinventing the wheel for each new small-scale project, requiring time, funding, and effort for the public as well as the private entities involved, which is disproportionately high in comparison to the capital investment involved.
