To meet the diverse objectives of feasibility studies, the government must engage an experienced project team from the beginning of the appraisal phase. This team can be composed of government specialists, but often also includes transaction advisers and/or industry experts.
Depending on the level of significance of gender impacts that were identified on a preliminary basis at an earlier stage, the terms of references for consulting firms preparing (pre-)feasibility studies should ensure that external consultants bring in the expertise and skills necessary to consider gender issues appropriately. Project teams should also be gender diverse, with one or more core team members qualified to identify and address gender issues.54
