Legal and Regulatory Framework

There is no law or regulatory framework mandating the use of PPP in Singapore. PPP is seen as another form of procurement approach and agencies have the discretion to use PPP based on the merits of their projects. An implementation guide issued by Ministry of Finance provides broad guidelines on the use of PPP for public projects in Singapore. The Government Procurement Act and Regulations govern the conduct of government procurement activities in general.
