Phase three The Third File' or the complete business case provide comprehensive evaluation sufficient to make a final decision, after obtaining CEDA's approval, as to whether to proceed with the procurement of the Privatization project. The Third File is subject to review and approval by the Supervisory Committee and CEDA before proceeding to the procurement of the privatization project. CEDA may delegate the authority to grant such approval to the relevant Supervisory Committee.
