These guidelines on public-private partnerships (PPPs) have been prepared by the Department of Finance, and are intended to support the PPP framework being developed, which includes Law No. 22 of 2015 and the governing regulations. This document is intended to provide an introduction to the concept of PPPs and what they entail, inform governmental entities and other key Stakeholders on how projects should be screened for PPP suitability and how projects will be procured as PPPs, and the administration of PPP contracts following their award. Furthermore, it outlines the roles and responsibilities of key Stakeholders across the Project Lifecycle, and how projects should be structured, assessed, and monitored to ensure consistency across all PPPs.
These guidelines have been prepared with the intent of informing and aiding all entities governed by the PPP Law in the procurement process, and, as such, all variations from stated guidelines during the procurement process will be closely monitored by the Department of Finance, and will need the prior approval of the Supreme Fiscal Committee.
