1.2  Structure of the document

These guidelines are aimed at assisting Government Entity screen and procure projects as public-private partnerships; accordingly, the document is structured to reflect the procurement lifecycle and enable ease of access to information for the authority aiming to procure the project.

The document is divided into six sections: Section 1which is this section, provides an introduction to the guidelines and places them in the broader context of the PPP framework being adopted by the Dubai government; Section 2which deals with the identification and Screening process for projects, introduces the steps that must be taken by Government Entity to gauge whether projects should be tested for PPP suitability, and outlining how qualitative criteria should be applied to analyse PPP suitability; Section 3which deals with the preparation of a project as a PPP, including the preparation of the Feasibility Study document that encompasses the Value for Money analysis that undergirds the decision to procure the project as a PPPSection 4which deals with the procurement process, and outlines the procedures and documents that need to be developed in order to ensure a robust and competitive Bidding ProcessSection 5which deals with the post-award process, including best practices for Contract Management, monitoring of KPIs, and administering of the penalty/incentive regime; and, the Annexure (1 and 2), which includes guidance on recruiting Transaction Advisors and on the procedure to receive and evaluate unsolicited proposals.

Each section is organised in the following order:

•  Objectivewhich outlines the key purpose in undertaking the required tasks under the section, and summarises the deliverable requirements under the section;

•  Guidancewhich are the guidelines directed at Government Entity, enabling them to carry out the feasibility analysis, procurement, and post-procurement Contract Management with minimal assistance, should they so desire;

•  Roles and responsibilities, which maps key functions across the lifecycle of the section to the key Stakeholders outlined below in 1.6; and,

•  Checklistwhich lists the key questions Government Entity must answer prior to concluding the section. The checklist for each section is provided in Annexure 3.
