The PPP Project Lifecycle can be divided into six key stages:
1. The identification of the priority project, based on the Pipeline of Priority Projects produced by the Department of Finance in conjunction with the various governmental entities;
2. Screening for PPP potential, wherein the Project Concept Report must be produced;
3. Preparation as a PPP, wherein a detailed Feasibility Study and financial model must be produced;
4. The procurement process, wherein the required documents - including, but not limited to, the Expression of Interest (EOI), Request for Qualifications (RfQ), Request for Proposal (RfP), Bid evaluation report, and the identity of the Preferred Bidder - must be drafted;
5. The signing and management of the PPP contract through the tenor of the agreement; and,
6. The handover stage at the end of the contract.
