2.2.1  Objectives

At this stage, the PPP Project Team should establish alignment of the project with Emirate and national objectives, which are expected to be long-term goals that align with stated strategy such as the Dubai Plan 2021, the Dubai Industrial Strategy 2030, UAE Vision 2021, and any subsequent plans. The project objectives should:

  Align with broad macroeconomic trends;

  Reflect the aspirations, objectives, and culture of Dubai's residents; and,

  Be designed in a manner so as to ensure the provision of a framework within which detailed strategies and implementation plans can be developed, with the aim of fulfilling long-term positive outcomes for the country.

The project should be defined in line with the Government Entity's overarching framework. The key elements to be considered are:

  How the project, given its nature as outlined in the description section, meets the objectives of the Government Entity, or those as determined in broader conformance with the strategy of Dubai and the UAE; and,

  Additionally, were the project to fulfill a particular policy aim of the Government Entity - for example, should the Roads and Transport Authority explicitly desire to accelerate the construction of roadways in the nation in a particular fiscal year, a road PPP would provide for the realisation of that objective - the PPP Project Team would note so in this section.

These objectives will provide a basis for the project-specific objectives and should include a clear definition of what the project will accomplish.
