This section should describe the public need for the project and outline why the current state presents an opposite opportunity to carry out the engagement. It is advised that the section contain a description of the current situation, along with the relevant sector-specific background, in order to arrive at an understanding of why the project is needed.
The project description should detail the nature of the project and what it entails, in terms of construction, structures, area, technical features, etc. In addition, it should include a preliminary capital and operating cost estimate that will help guide the Government Entity set the expectations of the market and of the government regarding the size of the final project. The project cost estimate will also dictate the composition of the Partnership Committee - which must include a representative from the Department of Finance if the project value exceeds AED 200 million - and provide further clarity on the approval mechanism to be followed as per the PPP Law.
