The Technical Advisor/Environmental Advisor is advised to prepare an environmental scoping report at this stage, which provides the requisite background information on environmental conditions, as gauged by desk research and site visits, to discuss the process to address environmental impact that must be aligned with the Dubai Carbon Centre of Excellence, social aspects and associated regulatory issues during the procurement stage, and avoid retrospective orders for compliance. The Legal Advisor and the Technical Advisor/Environmental Advisor should consider the existing regulatory framework, summarise relevant environmental legislation, and any project-specific regulations that the Preferred Bidder might be required to abide by.
The PPP Project Team should specify a generic set of environmental standards applicable to all projects, unless specified otherwise specifically by the Government Entity. These standards can be developed by Dubai Municipality, or be aligned with international standards, such as the International Finance Corporation's guidelines or the Equator Principles. For negative impacts of the project that deviate from the specified standards, mitigation strategies will need to be discussed with key Stakeholders.
