Conduct a precedent review on how PPP procurements in the same sector have been carried out before, what the existing options are for financing structures, how the implementation and procurement process has been carried out, and associated practices that contribute to an efficient procurement process can provide a valuable insight into the procurement of the project in question. Not only will this exercise enable the Government Entity to adopt best practices during the procurement stage, but it will also inform the market sounding process.
