Step 5: Build the risk matrix

Following the cost calculation and Risk Allocation exercises, a table summarising the value of risks across the project phases, with allocation divided by cost group should be created for each PPP model being evaluated. An example of a summary of quantified risk matrix for the identified risks is shown below.

Step 6: Identify strategies for mitigating the risks

As the last step, the PPP Project team is expected to list out certain risk mitigation techniques for each retained risk listed in Step 5. The risk matrix can then be expanded to include mitigation strategies and ways to implement such strategies for the Government Entity.
