Bidders expressing legitimate interest by responding to the request for EOI should then be sent a Request for Qualification ("RfQ") document, which will also include an Information Memorandum ("IM"). The Government Entity can charge a small fee from the Bidders for the IM and the RfQ.
This step will carry out a Bidder pre-qualification process, by inviting interested Bidders to submit a Statement of Qualification ("SoQ) in response to RfQ document, with the purpose to assess whether they are qualified for procuring the project in the first place.
The main purpose of this process is to select a limited number of the Bidders that are qualified- technically, financially- and have adequate experience and commitment to implement the project, as well as to set out the rules of involvement in the procurement process noticeably and explicitly.
The IM will allow the Bidders to understand the scope of the project and evaluate their interest in and ability to participate in the Tender process. The IM should include the following information at a minimum:
Project Background: providing a brief background and definition of the nature of the Project;
Commercial and Financial Matters: summary of the financing responsibilities, the anticipated payment structure for the Project, and other commercial matters;
Legal Matters: overview of some of the key legal and regulatory aspects relating to the Project;
Procurement Process: indicative project Timeline, the clarification process, and other details of the procurement method;
Pre-Qualification Questionnaire ("PQQ"): specifies the information that is required from a potential Respondent as part of its SoQ;
Submission Instructions: provides instructions with respect to the submission of the Statement of Qualification ("SoQ"), which serves as the response to the RfQ;
Evaluation: describe the evaluation process that will be utilised in order to prepare a shortlist of respondents who will be qualified to participate in the Request for Proposal ("RfP") stage; and,
Appendices: provide any additional documents and forms that are relevant to the RfQ and the submission of a SoQ.
