4.1.5  Evaluation

While undertaking the evaluation of the submitted responses, the PPP Project Team must ensure that it is done in an objective manner so as to ensure a level playing field. The following broad evaluation measures should be taken into consideration:

  Capacity to deliver the stated service: chiefly, the capacity of the Bidder/Consortium must be considered, in order to determine if they have the capability in terms of the ability to raise finance, technical expertise, and construction and operation experience required;

  Suitability of Consortium: if the Bidder is bidding as a Consortium of members, as is advisable, care must be taken to ensure that each Consortium member is individually capable and has not been added only in order to satisfy minimum eligibility requirements. In order to see to it, it is recommended that the PPP Project Team designate a "lead" member who will have to fulfill a designated number of key minimum eligibility requirements; and,

  Credentials: in order to determine experience, precedent transactions and Credentials - emphasising those in the region - must be studied carefully, including the ability to adhere to Timelines, the innovation displayed in the method of service delivery, and any specifications adopted that might have maximised Value for Money.

The PPP Project Team should develop an evaluation matrix weighing each financial and technical competency and eligibility requirements reflected in the PQQ in terms of their importance. The Government Entity will then decide which interested Private Party or Consortium qualifies to Tender for the project according to the evaluation table results.
