The Request for Proposal ("RfP") phase is intended to receive and assess qualified Bidders' proposals by setting up a comprehensive, transparent framework, and prepare the PPP Contract and its associated Transaction Contracts. At the end of this process, the Government Entity is expected to choose a Preferred Bidder that meets the criteria set out for successfully delivering the project and provides the best VfM, by ensuring an open and satisfactory competition among Bidders.
