The RfP is intended to be the definitive document that defines the project and its nature and scope in detail, outlines the requisite input and output specifications along with their corresponding performance indicators, the legal and commercial information that needs to be conveyed to Bidders, and the financial information, amongst other components.

As one of the formal documents released by the Government Entity, the RfP Document serves to attract and convince interested Bidders and the broader private sector of the seriousness of the organisation's desire to procure the project. Moreover, given that the document will serve as the primary source for Bid submissions, it is important to invest a considerable amount of time and resources to ensure that the document is of the highest quality and that it outlines the project's specifications, scope, and requirements appropriately. It is recommended that the RfP be structured in such a manner so as to invite responses in three separate volumes:
Technical information;
Legal/commercial information; and,
Financial information.
The Government Entity must ensure that Bidders fill in standard forms so as to enable a like-for-like comparison of submissions. The document and Bid forms shall be developed by the Government Entity, with the assistance of the Department of Finance, based on the feasibility analysis prepared during the initiation stage.
