The RfP should outline the technical features of the Project, emphasising an accurate description of the Project's technical design and specifications, including the following elements:
Project's background information, including the particular economic and social objectives it aims to achieve;
Project scope and requirements;
Location and site - depicted through layout drawings;
Capacity requirements (if applicable);
Establishment - what the Project will focus on providing;
Technical information required from the Bidder - completed form sheets and technical data sheets, supplemented by additional descriptions, explanations, drawings, and any other information necessary for a thorough Technical Evaluation;
Engineering, procurement, and construction - prudent practices, Government Entity specifications, standards, and requirements that Bidders must adhere and respond to;
Operation and maintenance - relevant term sheets with agreed pricing and associated long-term service agreements, if applicable;
Service and facilities specifications - expressed in terms of the outputs that are expected on the project, in a refinement of the stated specifications in the Feasibility Study, and, sometimes, as inputs; additionally, the condition of the Assets at the end of term should also be specified; and,
Project implementation schedule; and,
Formsheets to ensure all the technical information is received on a like for like basis from the Bidders.
