A foolproof mechanism must be developed and utilised to receive bids, given that confidentiality is paramount, and to ensure that sensitive information is protected from the possibility of being tampered with. It is highly recommended that it be made mandatory to separate the submission of financial and technical bids in separate, sealed envelopes so as to ensure that evaluation of technical qualifications is not biased by the price criterion. Financial bids must only be opened for Bidders that pass the minimum Threshold dictated as being necessary in the Technical Evaluation.
