The Government Entity must consider both financial and non-financial criteria; however, on each project, the Government Entity has the right to take an informed decision regarding whether a criterion will dominate. The evaluation of the Bid Submission will consist of the evaluation of the technical qualification or credential requirements of each Bidder (or Bidder Consortium); the Financial Submission; the Technical Submission; and, the Legal Submission. Weightage given to these submission components, the scoring, and the requirements will be reflected in the RfP document.
