The technical qualification or the minimum credential requirements of each Bidder or Bidder Consortium shall be evaluated on the basis of the matters set out in the RfP. If the Bidder is a single entity, it must satisfy each of the Credential Requirements ("CRs"). A Bidder that is a Consortium must designate a leading member. Where not all Credential Requirements are satisfied by the leading member, the experience of the Consortium will be evaluated in respect of the remaining CRs. Any CR that is not met by the leading member must be met by another member of the Consortium (a "Qualifying Consortium Member"). Moreover, each CR needs to be passed by a leading member or Qualifying Consortium Member as an individual entity and not in aggregate with another entity.
