An advertisement shall be prepared to be published in the popular Arabic and English-language newspapers, journals, and on relevant Government Entity websites. The advertisement should provide brief details about the project, provide a Point of Contact at the Government Entity, and provide details on any briefing sessions, which are usually conducted at some point in the middle of the preparatory period allotted.
Sufficient time must be provided to Bidders so that the Transaction Advisor can construct the best possible Consortium, prepare a detailed response that abides by the RfP, and can cost the project accurately. Once the advertisement is published, Bidders must be allowed to send queries to a designated Point of Contact at the Government Entity, and it must be ensured that all responses to queries should be shared widely, especially if they provide clarity on a matter in the RfP that would benefit all Bidders.
