The Project Concept Report serves as an overview of the project, and includes a brief description, an initial needs assessment, a high-level cost estimate, and a proposed project delivery Timeline. It is prepared by the responsible government entities for all projects that are shortlisted for submission as part of the pipeline and is approved by the Department of Finance.
