DESCRIPTION

The Expression of Interest document is issued to inform the market of the Government Entity's desire to Tender the project, setting out basic specifications in order to gauge the level of market interest for the project. The EOI document should provide clear guidance and sufficient detail on the project's service delivery requirements and the Government Entity's evaluation processes.

The Request for Qualification ("RfQ") process allows Government Entity's to invite interested Bidders to submit a Statement of Qualification ("SoQ) in response to RfQ document, with the purpose to assess whether they are qualified for procuring the project in the first place. The main purpose of this process is to select a limited number of the Bidders that are qualified- technically, financially- and have adequate experience and commitment to implement the project, as well as to set out the rules of involvement in the procurement process noticeably and explicitly. The RFQ document will also include an Information Memorandum ("IM") that will allow the Bidders to understand the scope of the project and evaluate their interest in and ability to participate in the Tender process.
